Mobile County housing staff report 54 closings and request $2 million transfer to expand down-payment assistance

Gordon (first referenced by name in the conference transcript), who presented the county’s homeownership and down-payment assistance update, said the program launched last August using Hurricane Sally and Zeta recovery funds and has seen substantial community interest.

“The amount of assistance that they're eligible for is up to $50,000 that goes towards down payments, closing costs,” Gordon said, explaining eligibility limits and underwriting to ensure buyers remain sustainable homeowners. He told commissioners the program initially received $3,000,000 from the commission and had closed on 54 homes; staff projected the initial allocation would help roughly 60 buyers and that an additional $2,000,000 transfer could expand capacity to more than 100 total homebuyers.

Gordon said the $2,000,000 would come from the county’s Development of Affordable Housing program (which had an initial allocation of $4,500,000) because timing constraints require spending by 2028 and the currently proposed developer activity would not fully use the available funds.

Commissioners asked for district-level breakdowns and confirmed the homes have tended to cluster in southern parts of the county; Gordon said that was driven by buyer preference for new construction and the program’s purchase-price cap. Staff said they have held approximately a dozen community meetings and had outreach via county advertising.
