Deputy Director Maria Fraser and Public Works Director Paul Tour described the CIP priorities: roughly $40 million is programmed for street improvements (pavement rehabilitation, Safe Routes to School projects and Pacific Avenue Phase 2), bridge and intersection upgrades (Market Street, Mission Boulevard, Rubedo Boulevard at 24th Street), pedestrian and bicycle projects, drainage master planning, and facility design work including City Hall improvements and a City Hall Annex design budget. Fraser said about 70% of the FY26–27 proposed CIP budget is already committed to ongoing projects (carryovers) and that major funding sources include TUMF, Measure A, RMRA, CDBG, ARPA and federal bridge funds.
Why it matters: The adopted CIP governs multi‑year public works construction, sets priorities for grant applications and projects to be advertised for construction, and shapes near‑term traffic, safety and utility work across Jurupa Valley.
What happened: Staff presented project lists, funding sources and schedules; council adopted Resolution 2026‑42 approving the CIP (unanimous vote). Staff noted several projects already in construction and others scheduled to advertise for bids in the coming months.
Next steps: Staff will proceed with design and procurement for projects in the FY26–27 program, coordinate project schedules with partner agencies, and return to council with contract awards and project updates as required.
