Tehachapi council adopts SB1 list for fiscal year 26–27, approves multiple slurry-seal and paving projects

The Tehachapi City Council voted unanimously to adopt a resolution accepting the city’s list of eligible projects for fiscal year 26–27 under the Road Repair and Accountability Act of 2017 (SB1).

Development services staff presented the package and said the list satisfies the state’s SB1 requirement that member agencies submit an annual list of eligible projects. Projects described in the presentation include slurry sealing on North Mill Street and West H Street (from Green Street toward Home Depot and Highway 58), slurry seal in Heritage Oaks and Alta Estates (including adjacent older neighborhoods), a series of downtown slurry-seal phases, and grinding and overlay work on several streets (named in materials as "Carol" and adjacent blocks). The staff recommendation was to adopt the resolution so the city can move the list forward to the state.

Council members asked about whether the estimated funding is sufficient and how bidding schedules will affect start dates. Staff said bid alternates are included to scale projects to available funding and that the city has not yet received bids for slurry or pavement this year; depending on bid results, some work may be scaled. Staff also explained that water-main replacements will be handled alongside work where necessary and that some streets may receive only trench patches this year pending larger projects in later years.

A motion to adopt the resolution passed on roll call with all members voting yes. Staff noted additional project steps remain — bidding, contract award and construction — and that exact start dates will depend on bid timelines and budget availability.
