County staff briefed supervisors on remaining American Rescue Plan Act (SLFRF) obligations and recommended reallocating $5.1 million previously awarded to the Tabor Commons affordable housing project, which now faces a $10 million gap after failing to secure a state multifamily housing award. The developer and City of Fairfield have not yet identified the remaining funds and staff warned the county could lose obligated ARPA if the project does not move to expenditure within federal deadlines.
To keep dollars available for projects likely to meet federal obligation and expenditure timelines, the board voted to claim $1,620,000 remaining in the revenue recovery category and — after discussion — directed staff to release a request for qualifications (RFQ) to build an eligibility list for nonprofit subrecipients. Board members discussed alternative uses (homelessness prevention assistance, additional dollars for an existing United Way‑led program, purchase of Park Rose Gardens or other turnkey supportive housing opportunities) and asked staff to return June 25 with a narrower list of final options and a working spreadsheet showing remaining balances and proposed allocations.
Two formal actions were recorded: (1) the board voted to retain/claim revenue recovery funds (voice vote recorded) and (2) the board directed staff to issue an RFQ and return with terms and a proposed award plan. Staff noted that reallocating the $5.1M originally tied to Tabor Commons to a new pot would require a subsequent formal allocation action.
