Chief Information Officer Tim Flanagan and regional services staff described gaps in radio coverage in Vallejo and Benicia and proposed adding repeaters at existing tower sites (Cummings, Benicia Southampton, Vallejo courthouse and Fairgrounds) plus a microwave link to the main core. Staff said converting Vallejo and Benicia dispatch centers and reprogramming roughly 800 subscriber radios are part of the transition; they estimated total countywide P25 completion could cost $8–10 million in today’s dollars but that the current phase is fully funded by $2.75M in state earmark funds plus $4M held in county capital project reserves.
Supervisors asked for updated coverage maps for specific hilly neighborhoods (Hidden Brook, Lake Herman Road) and requested assurances on timelines for shelter replacement at Southampton Hill; staff committed to provide more detailed RF coverage maps and an operations plan showing when agencies would migrate to the county network. The board adopted the contract and shelter purchase and delegated limited amendment authority to the county administrator within budget appropriations.
