Hall County ratifies juvenile-justice, veterans-treatment and planning grants; DHS contract approved

Renee Orr asked the board to ratify a Criminal Justice Coordinating Council FY27 juvenile justice incentive grant award for Hall County Juvenile Court for $557,845 and to appoint the grants manager as program designee; no local match was required.
Heather Harrington (Treatment Services) presented three related items: (1) ratification of a U.S. Bureau of Justice Assistance FY25 Veterans Treatment Court discretionary grant application for $257,630 (no match required) to expand the Veterans Treatment Court program and add a full‑time counselor and trauma counseling for combat veterans; (2) ratification of a State Justice Institute FY26 grant opportunity in partnership with the National Center for State Courts for $50,787 to develop a five‑year strategic plan; that item carries an in‑kind match of $20,350 and a cash match of $5,079; and (3) an FY27 annual contract with the Georgia Department of Human Services for drug‑screening services, estimated at $117,043, which treatment services described as revenue‑generating through the county lab.
Staff asked that the grants manager be appointed as program designee where award documents require that designation and asked the chairman to be authorized to execute related documents. All items were moved to consent for ratification.
