Commission reports CAESAR/KCER resentencing submission ready for pilot testing

Christy Bundrow, who leads applications and information technology, told the commission that the team completed development of core resentence submission functionality for the Commission on Sentencing Records Exchange (referred to as KCER/CAESAR) and finished user acceptance testing for resentencing ahead of schedule.
Bundrow said the team is improving data exchange reliability, implementing read‑only access for some users, refining error handling and beginning integrations with JNET services to exchange data with partner agencies including the Department of Corrections and the Administrative Office of Pennsylvania Courts. Pilot planning is underway; staff have reached out to 3–7 counties and report roughly 3–4 counties have expressed interest so far.
Staff described a training environment with realistic training data for hands‑on exercises and said pilot testing is targeted for late October or November but could be pushed into the next calendar year to accommodate county schedules and holidays. A statewide rollout is planned through 2027.
Deputy Director Ryan and education outreach staff said the commission will combine technical training with outreach to county partners to reduce onboarding burdens. Staff flagged the implementation as resource intensive for both the commission and participating counties but said the changes will ultimately streamline guideline form generation and resentence submissions.
