The commission voted to continue the relationship with Boyer Ritter citing bid closeness and the firm’s familiarity with the commission’s financials.
Separately, the commission authorized a service purchase contract with Pennsylvania State University to invoice for staff salaries and related operating expenses totaling $3,003,213 for FY26–27, and approved a contract with Carbon Creek (application development consultant) not to exceed $50,000 to continue CAESAR development.
In addition, members approved a $50,000 service purchase contract for legal counsel services with Professor Joseph Sabino Mystic. Each contract was presented with staff recommendations and approved by voice vote.
Staff said the commission had drawn down reserves during the recent budget impasse from about $750,000 to approximately $245,000 but plans to transfer about $200,000 back to reserves this fiscal year. Staff also described earmarked JRI funds (under $300,000) that will be used for CAESAR application development and noted a $208,000 MOU partnership reserve related to in‑kind university services.
The meeting record shows ordinary voice votes on motions; the minutes state the motions passed but do not list individual tallies. The commission will continue oversight of these contracts as work proceeds.
