Benton City adopts six-year transportation program, including roundabout and sidewalk projects

The Benton City Council on June 2 adopted the city's six-year Transportation Improvement Program (TIP), moving a set of design and construction projects into the capital workplan. Staff opened the hearing and described the TIP as the city's required multi-year list of transportation projects to be considered for funding and construction.
Key projects the presenter highlighted include design dollars for a roundabout project on 7th Street adjacent to the library and related bypass intersections (Horn Road and two other locations), Adele Avenue sidewalks from 7th to 9th with ADA ramps, Kendall Road sidewalk widening and curb-and-gutter work, Della Avenue full-depth reclamation and storm-drain work, Chris Avenue improvements (14th Street to SR 225), and a programmatic citywide chip seal (TIB funded at a 5% match). Staff said CEPA review is in progress for some projects.
Why it matters: adoption of the TIP authorizes the city to program construction-phase work and position projects for state or regional grant funding. The presenter noted the city recently secured design funding for the roundabout and that the TIP documentation reflects updated timelines and inspection costs.
Public input and council action: staff opened the hearing for public comment and reported there were no comments received. After council questions about the packet and project locations, a councilmember moved to adopt the TIP for the construction phase; the motion passed. Staff said the city will continue CEPA review and finalize project schedules as design work proceeds.
