Eric Rupert of City Utilities described S‑26‑518, a $428,845 professional services agreement with CDM Smith to develop a supervisory control and data acquisition (SCADA) master plan for the 3 Rivers Filtration Plant and the Water Pollution Control Plant. Rupert said the master plan will evaluate existing control networks, identify deficiencies, and propose improvements to ensure reliability, data integrity and security; funding will come from sewer utility revenue. Council approved a do‑pass recommendation, 8‑0.
Rupert also presented S‑26‑519, a $277,675 construction contract with Campos Excavating LLC to replace stuffing boxes and shafts and restore areas inside flocculation tanks at Plant 2. Campos was the lone bidder and the contract is funded from water utility revenue. The council approved a do‑pass recommendation, 8‑0.
The final utilities item, S‑26‑521, is a 2025 CIPP (cured‑in‑place pipe) package with Inliner Solutions LLC for proactive sanitary sewer rehabilitation (approximately 60,000 linear feet of 8‑ to 30‑inch mains in Districts 1 and 2). Rupert said Inliner was the low bidder among four firms, and the project is funded through the State Revolving Fund. Council moved and approved a do‑pass recommendation, 8‑0.
City staff gave expected completion windows for the projects (substantial completion dates ranging from late 2026 to 2027) and noted the contracts are part of an ongoing effort to prioritize pipes and treatment plant reliability.
