Commissioners press CRA and county attorney on Havana Library civil-engineering costs and missing design documents

The county attorney (S7) told commissioners CRA initially proposed about $50,000 for third-party civil engineering but, after negotiation and a request that the firm share costs, the invoice before the board was a reduced figure of $25,998. The attorney said the county asked CRA to share the expense because the original request-for-qualifications (RFQ) and scope indicated an attached structure and the county expected the initial contract to include required services.
Several commissioners (S2, S8) pressed for side-by-side documentation of the RFQ and the scope of work and said they had not received designs substantial enough to present to the board. One commissioner demanded a percent-complete update for the project and asked staff to bring a clearer schedule to the next meeting. The attorney acknowledged confusion in how the RFQ and the scope diverged and said staff would follow up and that CRA should appear to explain the status.
Why it matters: Commissioners said they do not want the county to be billed for services that appear to follow from a changed scope or from CRA’s revision; they repeated requests for complete documentation before approving additional payments and for more frequent progress reporting.
