Board reviews membership requirements; staff updates stormwater and traffic study progress

Planning staff briefed the Wendover Heights Board of Review on membership vacancies, potential code changes to board composition and recent administrative updates on stormwater and traffic studies.
Lindsay Clurett, principal planner, summarized the board's current composition requirements under town code and noted vacancies for the planning commission and the sustainability/conservation commission seats. "Right now, town code says that the Wood River Heights Board of Review shall consist of 5 members," Clurett said, and listed the seats typically expected: a registered professional architect, a BAR member, a planning commission member, a sustainability/conservation commission member and one member from the community at large.
Clurett said staff is asking whether the board wants to recommend code revisions that would require a Wendover Heights resident on the board or change which outside commissions hold seats. She described next steps if the board seeks changes: staff would draft code revisions, the town council would consider them and the clerk would advertise for qualified applicants before council appointments.
Chair Bachman also put two ongoing monitoring items into the record: Department of Public Works plans for a new stormwater inlet and pipe at 125 Pleasant Street tying into the existing system, and a traffic study whose data collection is complete and is being reviewed by staff. Bachman said drawings of the stormwater work will be distributed to the board when available and that traffic study information will be available to neighbors for consideration in May.
Board members discussed whether to require one or two Wendover Heights residents on the panel and whether to invite representatives from Vienna Historic, the Transportation Safety Commission or the Tree Advocacy Committee. Staff said any change to board composition would require a town-code amendment and council approval; Patty Eswein (CSC chair) has discussed the issue with the mayor, who has been receptive to considering changes.
