Lawrenceville council unanimously approves rezoning requests, ordinance amendment and multiple contract awards

The City of Lawrenceville City Council unanimously approved a series of zoning changes, an ordinance amendment and multiple contract awards at its April 27 regular meeting.
The council approved three rezoning items after presentations from Planning and Development Director Todd Hargrave. Council rezoned 303 Scenic Highway (RZC2025-00074) from ON (Office/Neighborhood) to OI (Office/Institutional) for a proposed medical office. Council also approved Parkland Homebuilders’ buffer reduction and related conditions for RZM2026-0001 & BFR2026-0001, including a requirement that each garage be equipped with one 240-volt/50-amp receptacle to support future electric vehicle chargers and a reduction of the minimum driveway length from 26 feet to 20 feet. The council approved RZC2026-0001 & BFR2026-0003 for Amicasa Home Care Corp with Planning and Development recommendations after one public speaker registered opposition.
The council approved an ordinance amending the City of Lawrenceville Ordinance (adopted May 2020) to revise Article 1 (Use Table) provisions related to convenience stores with fuel pumps and Article 2 supplemental use standards, as presented by Todd Hargrave. No public opposition was recorded during the hearing on the ordinance.
On capital and service contracts, the council awarded the Old Shadowlawn Cemetery Access Improvements Project to DCBC LLC for an amount not to exceed $111,111, and awarded the Lawrenceville Gateway Trail Trailhead contract to CGS Inc. for an amount not to exceed $777,322.21. Council also approved traffic safety and operational improvements on Collins Industrial Way awarded to CMC, Inc., with a contract amount not to exceed $1,096,490.98. A contract change order for power pole replacement service (SB015-22) was approved to increase the contract to not exceed $635,980.69 with Over and Under General Contractors, Inc.
Council approved routine consent items including a strategic plan development contract, Gwinnett Drive widening project, an annual engineering consulting services contract, a six-month renewal of design management and production services, recertification as a City of Ethics, intergovernmental and grant-reimbursement authorizations, participation in an amicus brief in Chang v. City of Milton where listed, and property purchase and donation items.
On public safety coordination, the council authorized a FIFA World Cup mutual aid agreement with the City of Atlanta for police assistance during tournament matches and authorized Chief John Mullin to execute the agreement after City Attorney review.
All motions recorded in the minutes passed with unanimous yes votes by Mayor David Still, Mayor Pro-Tem Bruce Johnson and Council Members Victoria Jones, Randy Travis and Bryant Harris. Several items were introduced by City staff; public comment was limited and only one speaker (Daniel Sapp) registered opposition to the Amicasa Home Care rezoning. The council adjourned following completion of the agenda.
