Panel approves Salisbury Spring Park update with conditions on bridge location and sign review

The Wendover Heights Board of Review approved plans to update Salisbury Spring Park but attached conditions intended to protect the park's spring and ensure sign compliance with town review.
Leslie Herman, director of parks and recreation, told the board the revised plan responds to the board's earlier recommendations and includes an entrance arbor on Lawyers Road, an engineered wood-fiber path to a bench to provide ADA access to at least one garden bed, an additional arbor at the Windover entrance, a decorative bridge over the spring and an updated park sign. "Engineered wood fiber is what we can use, and that's, what they use in playgrounds. And that is considered, ADA compliant," Herman said.
Herman said the bridge is intended for decoration rather than as a functional crossing and that the design includes slats on one end to discourage people from using it to cross. Several board members stressed that the bridge should not cover the spring source and asked that it be located so viewers can see the running water. A committee member suggested a setback of about three feet from the pond area so the source is visible; the board included a condition that the bridge be located at least three feet from the spring source.
Members also questioned the proposed sign's appearance and whether it could include a credit to the garden club. Committee members raised concerns about advertising on signs under local practice; staff noted precedents listing nonprofit groups on Vienna welcome signs and the board deferred final sign approval to the Board of Architectural Review (BAR). The motion that passed included the following conditions: slat spacing (no more than two inches), bridge siting at least three feet from the spring source, and subject-to-BAR approval for the sign.
Chair Bachman and staff thanked the parks team and the local garden club members for their work on the project. The board recorded the conditions in its approval; staff will coordinate BAR review and final details.
