Upper Milford supervisors adopt abuse-prevention handbook policy in 2–1 vote

At its June 20 meeting, the Upper Milford Township Board of Supervisors adopted an abuse-prevention policy to the township employee handbook following a recommendation from the township insurance agent.
The policy change was proposed after the township’s insurance agent advised the Board that recent changes to liability limits and an extension of statutes of limitation for certain abuse-related claims made adoption of a formal policy a best practice. Secretary/Treasurer Jessi O’Donald presented the recommendation and the Board discussed whether the handbook amendment was necessary.
Supporters framed the policy as a procedural protection. Phil Casey said, “people had a choice as to argue with each other or not,” urging adoption as a preventive measure. Solicitor Marc Fisher urged the Board to carefully review the proposed language. An attendee asked whether the policy carried an insurance premium; it was explained that this is a handbook policy and not an additional premium-paid product.
Supervisor Daniel Mohr moved to adopt the policy; Supervisor John D. Zgura seconded. Supervisor Angela Ashbrook opposed the measure. The motion carried, 2–1, with Mohr and Zgura voting yes and Ashbrook voting no.
The change will be incorporated into the township’s employee handbook and administratively implemented; the Board did not set any additional funding or direct a separate follow-up report at the meeting. The Board moved on to other agenda items and adjourned at 8:02 p.m.
