Norton receives Rapha Foundation grants, advances splashpad and Water Plant funding application

City Manager Jeffery A. Shupe updated council on grants and capital projects Tuesday.
Shupe said the Rapha Foundation awarded the City of Norton a $1,500 grant for the Friends and Farmers Market Kids Bucks Program and a $75,000 grant for a Fitness Court to be located adjacent to the new tennis courts. He said the $75,000 will be distributed in three payments of $25,000: the first before June 30, 2026; the second shortly after Rapha's fiscal year begins July 1, 2026; and the third at some point in fiscal year 2028.
Shupe said the city applied to the Appalachian Regional Commission (ARC) for the Water Plant Filter Rehabilitation Project, which he estimated to be roughly an $800,000 project. He also reported that splashpad restrooms are near completion and, weather permitting, the city aims to open the splashpad the week of May 18; work on the splashpad had started the previous day. Shupe added that Multi‑Use Trail work has begun with installation of a portion of the Redi Rock retaining wall and electrical work for light poles.
Shupe told council the FY2024 audit had been received in digital form and would be forwarded to council and posted on the city website. He also reminded council of upcoming events including the Southwest Virginia Economic Forum on May 21 and a regional housing workshop on June 9.
Shupe said staff will provide timeline updates on the Fitness Court and splashpad projects when available.
