Council confirms $659,791 in transfers to schools, holds closed meeting and nominates John Thompson to zoning board

Norton City Council on May 19 confirmed two transfers to Norton City Schools totaling $659,791: $369,791 for buses purchased in FY2024–25 that were delivered in February 2026 and $290,000 for January 2026 operating expenses. The confirmation motion passed unanimously with Councilmembers Jones, Salyers, Fultz and Caruso voting yes and Mayor Joseph Fawbush recorded as absent.
The council then voted to go into a closed meeting under Code of Virginia §2.2-3711(A)(1) to discuss personnel matters. After returning to open session, each council member certified the closed meeting and the body adopted a Resolution of Certification of Closed Meeting (motion and certification recorded YES—Jones, Salyers, Fultz, Caruso).
Vice Mayor Mark Caruso opened the floor for nominations to the City of Norton Board of Zoning Appeals. Councilman Robert Fultz Jr. nominated John Thompson for reappointment to a five-year term expiring June 2, 2031; council moved that nominations cease and declared Thompson nominated. City Attorney Matthew R. Dotson will present the nomination to the Wise County/City of Norton Circuit Court for appointment consideration.
