Goochland County design review panel elects officers, approves bylaws changes and minutes

The Goochland County Design Review Committee elected Paul Costello chair and Mrs. Armstrong vice chair and approved amendments to its bylaws and the meeting minutes at its May 29, 2025 annual meeting.

The committee opened its annual meeting with a quorum confirmation and moved quickly to officer elections. A committee member nominated Paul Costello for chair; the nomination was seconded and the committee voiced its approval. The chair then opened nominations for vice chair and nominated Mrs. Armstrong; the nomination was seconded and approved.

The committee then considered proposed changes to its bylaws. Alexandra Spalding, the deputy county attorney, said she had drafted a memo outlining amendments based on updates to the Board of Supervisors’ and Planning Commission’s bylaws and on changes required by the Virginia Code. "I drafted a brief memo for you," she said, and offered to answer questions or walk through the revisions.

After brief discussion and clarification about remote participation (see related article), a committee member moved to approve the amendments to the bylaws; the motion was seconded and the chair called for the ayes. The chair declared the motion carried.

The committee also approved the minutes as presented following a motion and second.

The committee adjourned with no further business.
