Board adopts VDOT six‑year secondary roads plan and adds New Monrovia Road after public hearing

The Westmoreland County Board of Supervisors adopted the Virginia Department of Transportation's six‑year secondary roads plan for fiscal years 2027–2032 on May 13 and amended it to include New Monrovia Road following public comment.
A VDOT representative presented the plan, explained funding sources (telefees, district unpaved road grants, and revenue sharing) and noted that funds would support projects such as Skipjack Road and Ashbury Road. VDOT said available funds would cover roughly six‑tenths of a mile of hard surfacing within the plan period and that Ashbury Road is fully funded in FY2028 at an estimated $160,000.
During the public hearing, residents asked the board to prioritize hard surfacing New Monrovia Road to reduce illegal dumping and to accommodate rising vehicle counts as housing increases nearby. Richard Wilkins and another resident urged the board to include that segment; one resident said paving would "help with the trash situation" and cited growth in nearby housing.
One supervisor moved to adopt the six‑year plan as amended to include New Monrovia Road; the motion was seconded and approved by voice vote. The board instructed VDOT staff to prepare a resolution for the next meeting to include the chosen road in the program schedule.
The plan remains subject to annual updates and available funding; board members noted options to add projects in future updates if funds change.
