Board approves two budget appropriations: DSS $113,746 and CSA $200,000 supplement

The Westmoreland County Board of Supervisors approved two budget appropriations on May 13 to cover previously authorized and emergent service costs.
Tiffany Gordon, assistant director of the Department of Social Services, requested formal appropriation of $113,746 (state and local funds) the board had authorized during the FY2026 budget process but had not yet formally appropriated. "So my name is Tiffany Gordon, and I'm the assistant director of the Department of Social Services," she said; she told the board the funds support family partnership meetings and salary increases.
Bobby Duke, the CSA (Children's Services Act) coordinator, asked for an additional $200,000 this fiscal year to cover higher placement and service costs driven by recent caseload changes. Duke said local match for the CSA request would be a little over 30 percent — roughly $60,500 — with the Commonwealth reimbursing the remainder. "These things tend to happen," Duke said, noting new children entering the program and standard annual cost increases of 5–12 percent for some services.
Both appropriations were moved, seconded and approved by voice vote. Board members registered their approval with a recorded series of "aye" votes during roll calls. No conditions or amendments to the requests were recorded at the meeting.
The actions formalize funding already in the county's budget process and provide immediate authority for the affected departments to draw the appropriated amounts.
