Commission recommends preliminary/final plat for Eastwood Energy Center No. 4

The Planning Commission voted to recommend approval of a combined preliminary and final plat to subdivide a previously recorded parcel into three industrial lots for the Eastwood Energy Center No. 4.

Britney Mitchell, representing city planning staff, said the proposal creates Lot 1 (8 acres), Lot 2 (4.4 acres) and Lot 3 (6 acres). Mitchell said Lot 1 and Lot 3 have concept build-outs and identified potential tenants, while Lot 2 currently does not have an identified tenant. "The developer wishes to create a 3 lot plat to create new building sites for 2 identified future tenants that meet the zoning requirements for use," Mitchell said.

Staff noted that stormwater will need to be handled on-site for each building and that a traffic study must be submitted at the time of building-permit application. Conditions recommended by staff included continued coordination with the city engineer on drainage and site design, submission of traffic-impact studies for each build-out, easements for stormwater pond areas and shared drives, connection-fee payments, and a wetlands investigation or notice demonstrating absence of wetlands.

Applicant project manager Nate Mira said two site designs are in progress for Lots 1 and 3 and confirmed Lot 2 currently has no identified tenant. A commissioner asked whether the on-site circulation shown near the pond was a road; Mira replied it was intended for semi-vehicle circulation on-site.

The commission moved and unanimously recommended approval; staff said anticipated council action is scheduled for June 8.
