A staff member told the EDA that the work covers the rooftop units serving the 101-unit, seven‑story Ornes Plaza high-rise on 900 Hope Street, with one unit conditioned to supply fresh air to apartments and the other serving the atrium. Staff recommended taking Alternate 2 — a dual‑fuel heat‑pump modification — in order to pursue an energy rebate through CenterPoint Energy that equals 40% of equipment cost up to $100,000.
The recommendation noted the existing units have exceeded their expected service life and that a consultant commissioning report informed the decision. Commissioners asked how long rooftop units typically last and staff said roughly 15 to 20 years, and that the units were not replaced during the 2010–2011 remodeling.
Commissioner Mettler moved to approve the resolution awarding the contract; Commissioner Levens seconded. The chair called the question and the resolution passed.
The project scope includes two alternates: replacement of exhaust fans/PRVs (Alternate 1) and the dual‑fuel heat‑pump modification (Alternate 2). Staff said choosing Alternate 2 improves seasonal efficiency and reduces the building’s long‑term carbon footprint while also qualifying the project for the CenterPoint Energy rebate.
