Planning commission recommends approval of Snell Addition final plat for dealership site

The City of Mankato Planning Commission on Tuesday recommended approval of a final plat that reorganizes the Snell Motors property into two lots to reflect existing development at the corner of Madison Avenue and Highway 22.
Planning staff, presented by Ian Prignitz, said the proposed Snell Addition divides the subject property into Lot 1 (19.15 acres, containing the dealership building and parking) and Lot 2 (1.07 acres, containing the car wash). Prignitz said the applicant does not propose physical changes to the site and that the plat includes standard 10-foot utility easements and a private access agreement providing continued vehicle access from Hafner Drive.
"The applicant ISG on behalf of the owner, Snell Real Estate LLC, is requesting final plat review of Snell Addition," Prignitz said in the presentation.
Staff’s recommendation listed conditions that would apply if future changes are proposed, including that any revised or new signage conform to code, that off-street parking and driving surfaces be hard-surfaced within one year of any proposed work, and that sidewalk installation on Hannaford Drive occur if required by the city engineer.
No members of the public spoke at the hearing. A commissioner moved to approve the item and, after a roll-call vote in which Chair Zender and each commissioner voted yes, the commission recommended the item for city council action on June 8.
The commission’s recommendation will be transmitted to the City Council for final action on the plat; staff noted a drainage study is not required now because no site improvements are proposed but will be required if future modifications are made.
