Fox Point board awards Beach Drive road project and approves construction management contract

The Fox Point Village Board approved awarding the Beach Drive Road & Utility Project’s base bid and separately approved a $138,080 proposal from Kapoor & Associates for construction management and inspection services.
Scott Brandmeier, speaking for public works/engineering, told the board four contractors submitted bids and recommended accepting the base bid only, not the alternate mechanized-traffic-signal item priced at $1,048,385. Brandmeier said flaggers and a contractor traffic-control plan would allow two-way flow where practicable and that the roughly $3,500 difference per the alternate bid did not justify mechanized signals for the site’s one-way-in, one-way-out conditions.
The board voted to accept Brandmeier’s recommendation on the base bid; a separate motion to hire Kapoor & Associates for construction management in the amount of $138,080 also carried on a roll call. Staff said construction is expected to start in July and run through October, with inspection hours estimated based on roadway and drainage work schedules.
The contracts and award direct staff to finalize agreements with the low bidder for the base scope and to execute the construction management contract with Kapoor & Associates.
