Trustees direct staff to start law amendment to allow dog day care in C-2 zone

The Village of Larchmont Board of Trustees agreed at its Jan. 27 work session to start drafting a local law to allow dog day care uses in the C-2 zoning district and to add parking and drop-off standards to the special-permit process.
Trustee Lucas summarized the history of the issue, saying the board had considered pet care uses in earlier zoning work but “we never actually associated any parking requirements with the special permit.” He called the current exclusion of pet day care from C-2 “an oversight” and urged the board to correct it.
A representative for the Dog Stop — which is under lease for a proposed location at 124 Palmer Avenue, the former New York Sports Club — told trustees the facility would be strictly a day care: “No outdoor, no grooming, and no medical,” the representative said, adding the business had dedicated parking and a lease guaranteeing six spaces.
The representative asked the board to “at least start the process of amending the law to include the C-2.” He said the special-permit review would handle operational details such as hours and parking and that an amendment enabling the use would not guarantee final approval of any permit.
Trustees discussed parking specifics. One trustee noted a prior draft included a base requirement of “one space per employee,” and board members asked staff to consider additional standards for off-street drop-off when a proposed site fronts a busy avenue.
The board directed staff members Kathleen and Bob to draft an amendment that would: (1) remove the clause excluding pet care from C-2, (2) incorporate baseline parking and drop-off criteria (to be refined), and (3) circulate the proposed law to land-use boards ahead of the next meeting so a public hearing can be scheduled at the regular meeting.
Next steps: staff will prepare the draft amendment and return it for trustee review; the trustees agreed to refer the draft to the land-use boards and place a public hearing on the regular meeting agenda.
