Commissioners approve a series of budget transfers, including $2 million for a radio communications upgrade

Sam Chiriaco, chief of budget, explained Budget Transfer Request (BTR) 109 would move $2,000,000 from contingency to the construction line to complete a radio-communications upgrade covering higher-than-expected consulting, engineering and construction costs. "They are requesting $2,000,000, which is available in their contingency line, to transfer it to the construction line for higher than expected cost for consulting, engineering, and construction services," Chiriaco said. Commissioners moved, seconded and approved the transfer.
Staff also requested cancellation of a repainting CIP for a radio tower (BTR 300, $202,710) after a contractor determined only spot treatments were needed; money was returned to the general government contingency CIP project and the motion passed. Additional approved transfers included BTR 541 ($130,890) to cover overages in the Water & Sewer repairs and maintenance account, and BTR 560 ($130,000) to address inspection-and-review invoices that exceeded the inspection fund budget due to invoicing changes. The board also approved BTR 60 ($166,850) to pave remaining asphalt paths and make ADA-compliant access at Bensville Park.
Each transfer was described as covered by available contingency or operating fund balances in the transcript; commissioners asked clarifying questions about enterprise funds, inspection fees and construction statuses before approving the items by voice votes. No formal roll-call tallies were recorded in the transcript for these items.
