Liquor board approves summer event licenses and conditionally approves grinder spirits transfer

The Charles County Liquor Board on May 14 approved several one‑day temporary alcohol licenses for upcoming summer fundraisers and festivals and took a conditional vote to approve a retail liquor license transfer contingent on outstanding permits.
Clerk staff presented a one‑day license for the Harry White Milner American Legion Post 82 golf fundraiser on June 26; applicant David Tapman described registration and a shotgun start, and assured the board that beer would be the only beverage sold. "We haven't had any problems in the previous 19 years, so we don't expect any problems this year," Tapman said. The board approved the application without further conditions.
The Island Roots Foundation's TrioFest (Aug. 1) drew extensive questioning on security and staffing for an expected crowd of about 1,000. The event representative said a management team and security details would ID patrons, and the panel approved the one‑day license after discussing TIPS certification and sheriff coverage.
The board also approved one‑day licenses for a Maryland Senators youth baseball and softball fundraiser and for an Indian Head Volunteer Fire Department golf fundraiser; applicants described wristband and single‑service location procedures and confirmed sheriff or volunteer coverage for enforcement.
At the transfer hearing for Grinder Spirit LLC (a Class D on/off license at 4450 Chickamuxon Road, Marbury), attorney John Quinn questioned prospective licensee Retash about operating hours, ID policy and wholesale purchasing experience; current licensee Rusty Grinder said he would remain engaged as a consultant. The board moved to approve the transfer contingent on receipt of a change-of-occupancy/UNO permit, a health permit and clearance of a comptroller hold.
Board members asked staff to ensure the transfer packet is complete before formal approval and noted that a final public hearing date depends on publication deadlines and receipt of the outstanding documents.
