Pinckney council approves multiple budget amendments, schedules DDA hearing

The Village of Pinckney council approved several budget amendments, administrative updates and a marijuana retailer license transfer during its April 13, 2026 regular meeting and scheduled a public hearing on a Downtown Development Authority expansion.
Village President Buerman called the meeting to order at 7:00 p.m. and the council moved through routine business before addressing a series of resolutions. Councilmember Coppersmith moved to approve Resolution 2026-14, a budget amendment for the General Fund for fiscal year 2025–2026; Councilmember Conquest seconded the motion and it passed by a unanimous roll call vote of the five members present (Bierman, Conquest, Coppersmith, Kane, President Buerman). The council later addressed Resolution 2026-15, a proposed budget amendment for the Water Fund. After questions, the council briefly tabled the water-fund item for clarification (motion to table by Coppersmith, second by Bierman) but then reconsidered it later in the meeting when additional information was provided; the council removed the item from the table and approved Resolution 2026-15 by unanimous roll call.
Council also approved Resolution 2026-16, a budget amendment for refuse, leaf and brush services (motion by Coppersmith, second by Bierman; unanimous roll call), and adopted Resolution 2026-17, a procurement policy addendum intended to ensure compliance with 2 CFR Part 200 for federally funded projects (motion by Kane, second by Coppersmith; unanimous roll call). The council approved Resolution 2026-18 concerning cemetery maintenance and cleanup oversight (motion by Coppersmith, second by Bierman; unanimous roll call).
Separately, the council approved a transfer of a marijuana retailer license for the business identified as 759 East Pinconning LLC (motion by Coppersmith, second by Kane; unanimous roll call). Councilmembers also voted to move forward with a proposed expansion of the Downtown Development Authority and scheduled a public hearing on the proposal for June 8 (motion by Coppersmith, second by Bierman; unanimous roll call).
The council corrected a clerical error in a previously approved resolution (2026-10, approved March 9) that had misidentified 'water meter radios' as 'water meters' and had inconsistent dollar-amount wording. Councilmember Conquest moved and Councilmember Coppersmith seconded a correction and the council approved amended verbiage and recognized the resolution as authorizing use of American Rescue Plan Act (ARPA) funds under the standard allowance for revenue loss for water meter radio capital improvements.
On a personnel-related item, Council clarified the vacation accrual date for an officer listed in the minutes; the council voted to honor the officer's start date and to pro-rate vacation accrual in the transfer from part-time to full-time status (motion by Coppersmith, second by Conquest; unanimous roll call).
During the meeting's public forum (opened at 8:49 p.m.), Christina Lyke announced her 2026 campaign for the 44th District Court judge seat. Putnam Township Trustee Jim Jensen reminded attendees about the township trail cleanup, and Greg Strine addressed the council in support of the DDA expansion. The public forum closed at 9:00 p.m., and the meeting adjourned at 9:06 p.m.
Most motions were recorded as unanimous roll call votes among the five council members present. Several items were procedural or clerical corrections rather than policy changes; the DDA expansion will return for public comment at the June 8 hearing.
