White Cloud council adopts January expenditures, poverty-exemption guidelines, grant application; creates airport committee and approves veteran banners

At its Feb. 3, 2026 meeting the White Cloud City Council voted unanimously on a package of routine actions including payroll and claims for January, tax-exemption guidelines, a grant application, formation of an airport advisory committee, and approval of a shared-cost veteran banner program.
The council adopted Resolution 2026-06 to approve January payroll of $45,628.23 and payable claims of $99,516.04 for a monthly total of $145,144.27. The motion to adopt was made by Councilmember Damon Anuci and seconded by Candice Dault; the roll-call vote was recorded as Ayes — Anuci, Dault, Becker, Shears, Barnhard, Murchison and Miller.
The council next adopted Resolution 2026-07, which establishes guidelines for granting poverty exemptions from property taxes. That motion (Dault, second Anuci) carried unanimously. The council also approved Resolution 2026-08 authorizing submission of a grant application to the Fremont Area Community Foundation; the motion was made by Dault and seconded by Anuci and passed without dissent.
For long-term airport planning the council voted to create an Airport Advisory Committee. The committee will begin with five members and one alternate; the council set initial staggered terms so two members serve an initial two-year term and the remaining members serve three-year terms. Motion to form the committee was made by Damon Anuci and seconded by Candice Dault; a subsequent motion by Lori Shears (second Herm Becker) set the initial term lengths. Both motions passed unanimously.
The council approved a shared-cost veteran banner program after a City Manager request. The program would place banners on the city's decorative light poles; each banner costs $80 and the city will pay half the cost. The council approved a city expenditure of $1,640.00 for the city's portion. The banners are to remain on display for two years, after which they go to the purchaser/sponsor. The motion to approve the expenditure was made by Lori Shears, seconded by Herm Becker; roll-call vote recorded Ayes — Shears, Becker, Anuci, Dault, Barnhard, Murchison, Miller.
No public comments were recorded during the meeting; councilmembers offered brief closing remarks and adjourned at 6:52 p.m.
