Board weighs decorative Hill Road lights; TIF funds would cover $22,000–$24,000 estimate

East Cocalico supervisors discussed options June 4 to upgrade street lighting on the newly constructed section of Hill Road and asked staff to provide images and full cost details before making a final decision.
Assistant manager Rich Sickler told the board materials were not in the meeting packet and estimated an additional cost of roughly $22,000 to $24,000. "Materials, you can see they're not in your packet, but the cost is somewhere between about 22 and 24,000 is our estimate at this point in time," Sickler said, adding staff can present the fixtures and pricing in a future packet.
Supervisor members said they wanted residents to see photos and compare the current fixtures — described as parking-lot style lights — with decorative pole-and-arm fixtures used in nearby boroughs. One supervisor noted the aesthetic and marketing value of decorative fixtures.
Township staff clarified funding: the additional cost would come from transportation impact funds (TIF), not the general fund. "That does not come out of a general fund. That actually comes out of TIF funds," Sickler said.
Nut graf: The board did not decide to buy the upgraded fixtures on June 4; it asked staff to return with visual examples, a packet cost breakdown and to ensure the third supervisor is present for the discussion before a purchase decision is made.
Next steps: staff will include photos and pricing in the next packet and the board will vote at a subsequent meeting if supervisors choose to proceed.
