Chester County Board of Elections posts action-plan updates, readies staff and appoints poll workers for May 19 primary

Deputy County Administrator Megan Moser told the Chester County Board of Elections on May 15 that staff have implemented new quality-assurance checks for poll-book generation after reviewing Department of State guidance and conducting a mock poll-book exercise. "We have introduced new QA checks, quality assurance checks at multiple points in the process," Moser said, and staff will perform detailed file checks before printing and a second detailed check of physical poll books upon delivery.
Moser also said the board will establish a voter registration commission and that the organizational meeting for that commission will be held immediately after the Board of Elections meeting. She noted updates to the action plan are posted monthly on the county website.
Separately, the voter services director provided operational details for the May 19 primary: polls and drop boxes will be open 7 a.m. to 8 p.m.; county staff certified 388,718 registered voters; 40,900 mail ballots had been sent and 23,280 ballots returned as of the previous day. The county will conduct central count operations and rolling legal reviews on the fifth floor at 313 West Market Street in West Chester; computational processing of returned ballots is scheduled to begin at 9:00 a.m. on Friday, May 22.
The board approved routine business by voice vote: adoption of the day's agenda, approval of the April 13 minutes, resolution BOE 4 26 appointing poll workers for the primary, and resolution BOE 5 26 appointing and authorizing return-board individuals to assist with computation. The motions were moved, seconded and passed by recorded 'aye' voice votes in the transcript; no roll-call tallies were recorded.
