Emergency-management staff: EMPG award will cover half of two positions’ salaries

At the Clinton County work session on May 18, Scott, the county emergency manager, said the county has received its Emergency Management Performance Grant (EMPG) award for federal fiscal year 2025 and that the county's reimbursable share is $43,270.
"We will be receiving $43,270," Scott said, noting the EMPG is a pass-through grant from the Department of Homeland Security and is a 50/50 match that will cover portions of his and another employee's salaries and benefits. He said the county has two EMPG-funded employees and that the funds will reimburse salary and benefits submitted quarterly.
A commissioner asked whether the county anticipates delays in fiscal year 2026 funding; Scott said he would anticipate delays because DHS is still finalizing program details and because the county remains behind on related task-force grants. "We're actually 2 years backed up on that technically," he said, and cautioned that paperwork and reimbursement timing remain uncertain.
Next steps: staff will continue to submit required paperwork for reimbursement. No formal action was taken at the work session.
