District staff recommend Aramark to lead school food services; board vote and state approval required

District staff told the Talbot County Public Schools board that after a multi-week request-for-proposals process and a tasting round, a unanimous selection committee recommended Aramark as the next food-service management company.
Lynn Banning, who led the scoring discussion for the district team, said the committee used a detailed rubric (financial guarantee, staffing plans by building, accounting and reporting capability, menu composition and a tasting) and rated Aramark first with 292 points, Whitson/Whitson's second with 272 points and Sodexo third with 248 points.
"Those scores put Aramark in first place, Whitson in second, and Sodexo in third," Banning said. The committee recommended awarding a one-year contract with the possibility of four one-year extensions to Aramark, effective 07/01/2026, pending the board vote and final review by the Maryland State Department of Education (MSDE).
Staff explained procurement and compliance details: the district must rebid the FSMC (food-service-management contract) at least every five years; proposals were required to include a financial guarantee (staff cited the current Sodexo guarantee of $302,340), a 21‑day menu for breakfast and lunch and a performance bond, and vendors had to demonstrate they can meet USDA and state requirements for menu composition and reporting.
During Q&A board members asked about impacts on Sodexo employees. Staff said Sodexo employees would be offered similar positions by Aramark if they chose to transition, and Aramark indicated it would provide an immediate pay increase (about 3–3.5%) and has offered employee benefits such as a college-tuition program. Staff also said the district has invested significantly in kitchen and dining upgrades over recent years (the presenter characterized the investment as "easily three quarters of $1,000,000" in the last three to four years) and that some small equipment purchases might still be necessary if the new vendor emphasizes more from-scratch cooking.
Staff emphasized menu and nutrition compliance under federal and state rules and said Aramark presented more from-scratch and a broader set of vegetarian, vegan and gluten-free options during the tasting. They also noted Aramark's proposals included student engagement ideas (apprenticeships and culinary-student involvement) and that if the board votes to approve the award on Wednesday, Aramark planned a town hall with current food-service staff.
The board did not vote at this meeting; staff said the award recommendation will appear on the agenda for the board vote and that MSDE must review and approve the contract before it is signed.
