Clinton County planner outlines one-year services agreement proposed with Lock Haven

Steve Gibson, the county planner, told the Clinton County Board of Commissioners at a June 1 work session that staff are proposing a one-year professional services agreement with the city of Lock Haven under which county planning and GIS personnel would perform technical reviews of subdivision and land development plans and assist the city in assembling paving projects.
The agreement would be billed on an hourly reimbursable basis, Gibson said, with the reimbursable rate intended to cover salaries, benefits and vacation. Gibson described the expected workload as light and said the county plans to ‘‘start with a year and see how it goes’’ before deciding whether to continue the arrangement.
Commissioners asked for a clear timeline to ensure the agreement can be revisited; one member noted the contract contains a 30-day cancellation window for either party. Gibson also told the board that the Lock Haven city council planned to vote on the agreement later the same day.
No formal county vote was recorded in the work session transcript. The next procedural step noted in the meeting was the city council vote; county staff said they would follow up with details about the timeline and expiration provisions for the commissioners to review.
