The Juniata County Salary Board on May 26, 2026, issued Proclamation No. 2026‑8 declaring June as Dairy Month, appointed Laurie Kepner to the county library board, ratified a $71,079.10 Community Development Block Grant (CDBG‑IDIS) payment to C&R Directional Boring, LLC, and accepted three county resignation notices, officials said.
Chairperson Alice J. Gray called the meeting to order at 10:00 a.m.; attendees included Vice Chairman Todd A. Graybill and Secretary Mark R. Partner, who moved and seconded most motions recorded. During the public comment period, Michael Hannon of the Juniata Valley Drug & Alcohol Abuse Commission spoke about the county’s Opioid Settlement funds and urged that the funds continue to be used for treatment and prevention programs.
On a motion by Mark R. Partner and a second by Todd A. Graybill, the board appointed Laurie Kepner of 336 McCahren Road, Port Royal, to the Juniata County Library Board to fill the outgoing seat held by Rob Digon. Kepner’s first term begins June 1, 2026, and runs through June 1, 2029; the motion carried unanimously.
Also on a motion by Partner and seconded by Graybill, the board ratified CDBG‑IDIS check #1371 in the amount of $71,079.10 payable to C&R Directional Boring, LLC, as submitted by the Juniata County Planning and Community Development Department. The motion was carried unanimously.
The board approved and accepted three resignations: Macenzie Rohrer, part‑time 911 Telecommunicator, effective end of business May 21, 2026; Nicole Pannebaker, 911 Telecommunicator, effective May 27, 2026; and Myessiah Herrold, Intake Caseworker with Juniata Children and Youth, effective June 5, 2026. Each resignation was accepted following a motion by Partner and a second by Graybill and was recorded as carried unanimously.
The Fiscal Office presented checks for payment; the Salary Board approved payment of the checks as submitted. The agenda noted that the Retirement Board and Board of Elections had no business scheduled. The meeting adjourned at 10:08 a.m. following a motion to adjourn by Graybill and a second by Partner.
The actions taken were procedural and routine for county administration; members of the public and department representatives were present for ceremonial items and brief updates. The board did not take additional votes on the opioid funding use during this meeting.
