Crawford County commissioners approve contracts, hires and grant applications in routine May session

The Crawford County Board of Commissioners met May 13 and, in a broadly unanimous series of roll-call votes, approved appointments, contracts, purchases and personnel actions across county departments.
The board appointed Dave Astrany (term to Dec. 31, 2030) and James Martin (term to Dec. 31, 2029) to the Crawford County Industrial Development Authority. The board also ratified a contract with SOE software to implement a new election results page on the county website; election staff said the work will be paid from an election integrity grant rather than the operating budget.
The board approved a grant application from the adult probation office to the Justice Reinvestment Initiative II for $155,407. "There's been a lot of scrambling around in the last few days, and I just want to applaud how much work you've put into this," a commissioner said during consideration.
County information-technology and operations items approved included a prorated Microsoft 365 Copilot license ($307.20), an Extron scaler ($2,391.60), a Pitney Bowes early-termination fee ($995.58), and the GIS maintenance renewal with Esri ($58,500). Facilities and public-safety purchases included a RapidScan maintenance contract for three x-ray machines ($15,417) and a Wave Plus Secure Systems panic-alarm installation for the courthouse and three magisterial district judge offices ($45,130), with $19,000 noted as coming from a preapproved AOPC grant.
Infrastructure and public works approvals included an Eads Group engineering contract for Bridge No. 11 (Plank Road) ($14,278.74), a ProTech Asphalt contract for work at the correctional facility and the fairgrounds ($53,230), and pay application No. 1 to Siegel Excavating for the Cambridge Springs demolition project ($158,850). The board approved a Master Fire Security Systems replacement for a fire alarm system at a county facility ($97,450).
Human services and community programs approved an HSBG I&E fiscal-year revision ($253,125), a $14,999.94 reimbursement to HOPE Initiative for an urban farm and food-forest project, and smaller client payments such as $740.83 to Beacon Light (county share $39.55) for a client transfer. The board also authorized a case-management subscription for the child interview center (Gardify, $2,295; county share $541.38) and service agreements for juvenile-detention services.
Personnel items handled by the salary board and human resources included ratification of Samantha Wozniak as full-time human-resources deputy director at $56,336.46 (effective April 20, 2026) and several emergency rehires and new hires across maintenance, courts and election services; all personnel actions were approved by roll call.
At the meeting’s close the board set pre-canvass and canvassing times for the May 19 primary to begin at 7:00 a.m. in the Crawford County Courthouse Assembly Room and recessed the Board of Elections with intent to reconvene May 18 for emergency election-worker appointments.
