Greene County commissioners approve ADP payroll contract, HUD and PCCD grants and multiple service contracts

Greene County commissioners on June 4 approved a slate of contracts, grants and appointments intended to streamline county operations and support social services and veterans programs.
A three-year contract with ADP to consolidate the county—mployee time, attendance and payroll systems was approved after staff described the change as a move to "streamline that into one system," which will, the staff member said, lead to "efficiency and simplicity for the payroll department and the HR department" and result in cost savings for the county. The meeting record contains inconsistent annual-cost figures for the ADP contract (the agenda lists $49,008.62; the board-record reading lists $49,862.40); the commissioners voted to approve the contract despite the discrepancy.
The board also accepted a two-year Pennsylvania Commission on Crime and Delinquency (PCCD) grant for $101,584 to support the county jail's Medication-Assisted Treatment (MAT) program and approved a federal grant agreement with the U.S. Department of Housing and Urban Development (HUD) for $234,164 covering June 1, 2026, through May 31, 2027.
Commissioners approved a number of human-services purchase-of-service agreements for fiscal year 2025-26, including contracts with George Junior Republic (rates listed from $82.94 to $1,874.64), White Deer Run doing business as Cove Prep/Acadia Healthcare Inc. (rates $553.50 to $712.17), and Lifespan Family Services of Pennsylvania (rates $79.50 to $180). The board moved to adopt the CDBG local income survey policy and resolution effective June 1, 2026, and approved CDBG closeout reports and environmental-review contracts for Waynesboro Borough across multiple federal fiscal years.
On veterans' items, commissioners approved modest allocations: $75 for burial services for a Vietnam veteran, $75 each for two spouses of World War II veterans, $100 for a headstone base for a Korean War veteran, and a care-and-maintenance agreement for 75 graves at West Union Cemetery in Morris Township at $3 per grave (total $225). The board also approved reimbursement to the American Legion post for Memorial Day-related expenses; the meeting record references both $9.54 and "about $200" for that reimbursement.
The board reappointed Jeff Marshall to the Southwest Corner Workforce Development Board, accepted the resignation of Bridget Valencia from the Human Services Advisory Board, and appointed John Fox to that advisory board. The commissioners also approved the Greene County business incubator operations and strategic plan as presented by Waynesburg University EHive and appointed Matthew Stuck to the Industrial Development Authority with a term noted on the agenda to expire Dec. 31, 2030.
