Commissioners approve Motorola change orders, revise termination reimbursement language for regional 9-1-1 agreement
Summary
Indiana County approved change orders that adjust Motorola service schedules for the ICORRS regional 9-1-1 project, remove certain MDR services from 2025–26 contracts (cutover scheduled for 2027), and authorized a terms change that waives Motorola’s right to seek reimbursement of multiyear discounts in the event of early termination.
Indiana County’s Emergency Management Agency requested and the commissioners approved May 13 multiple contract adjustments with Motorola related to the ICORRS regional 9-1-1 system.
EMA Director Thomas Stuzman told the board the changes reduce 2025 costs by $5,076.75 and 2026 costs by $18,239.21 per partner county by limiting 2025 Master Site Disaster Recovery (MDR) service charges to installation costs and removing the MDR from 2025–26 maintenance and System Upgrade Agreement (SUA) services because cutover is scheduled for 2027. The ICORRS Maintenance and SUA-II agreement will continue service and repairs on a 24/7 basis through December 31, 2033.
A separate county-level Change Order adopts revised contract language that expressly waives Motorola’s right to seek reimbursement for any multiyear discount realized by the customer in the event of early termination (a modification to Section 9.3 as described in the minutes). The county-level wording does not change the cost of the county’s agreement but will allow the county to withdraw from the Maintenance and SUA-II agreement without penalty, if the county so chooses.
The minutes note that regional project costs are currently funded from 9-1-1 funds allocated by PEMA under the Regional 9-1-1 Project Program and that fund allocations can change because of sunset provisions in 9-1-1 legislation. The change orders were approved unanimously.
