Commissioners approve airport repairs, construction change order and a new ground lease

The Indiana County Commissioners on May 13 approved multiple actions related to Jimmy Stewart Airport operations and facilities.
The board awarded a $52,200 contract to Ackerson Masonry Repair & Restoration, Inc. to repoint deteriorated mortar joints on three elevations of the airport farmhouse; funding is from county general funds. Separately, the board approved Change Order #6 with Francis J. Palo, Inc. for $3,050 to add waterproofing membrane and foundation protection to the hangar and parking project; the revised contract total is $2,365,647. The extra cost will be covered by Redevelopment Assistance Capital Program (RACP) and Commonwealth Financing Authority (CFA) grant funds.
Also, by Solicitor request the board approved a ground lease with Lechene Aviation, LLC at the airport. The lease runs four years with five renewal options and sets stepped monthly rates across five phases: $2,250.00; $2,587.50; $2,975.65; $3,422.00; and $3,935.30.
All motions passed unanimously. County documents identify the Airport Authority and project consultants as project stakeholders; RACP and CFA grant support will cover the additional construction costs approved May 13.
The board did not authorize new general tax appropriations for these items at the meeting; the farmhouse repair used county general funds, while the hangar/parking extra cost will be paid from identified grant sources.
