Resolution #01-2026, adopted unanimously, cites 2 C.F.R. § 200.320 and North Carolina statutes and sets the County’s thresholds as follows: $15,000 for "construction or repair work," $10,000 for "apparatus, supplies, materials or equipment," and $50,000 for acquisition of services in certain cases, with additional bands for informal and formal competitive processes above those amounts. The resolution also reinstates language defining the County’s capitalization threshold and removes the expiration date so the resolution will remain in effect until superseded.
County staff said the thresholds are intended to align federal grant requirements with state procurement law and internal controls. The resolution notes that if a federal or state funding source requires a more restrictive threshold, that more restrictive standard will apply. Finance and procurement staff will maintain documentation justifying micro-purchase thresholds as required by federal rules.
The Board approved the resolution as part of its routine actions and directed staff to maintain required documentation and to comply with applicable statutes, including G.S. 143-129 and G.S. 143-131 when competitive bidding is required.
