Lancaster — The Lancaster City Council approved the first reading of Ordinance 025-15 on Sept. 25, a year‑end amendment to the City of Lancaster’s operating budget for fiscal year 2024–25 intended to correct line‑level overspends and reallocate existing funds.
Finance presenter Absher told the council the ordinance is a routine ‘‘year end, bookkeeping’’ measure. ‘‘It’s just a bookkeeping’’ action, he said, explaining that some departmental lines had slight overages that would be offset by transfers from other lines within the same funds so the overall fund totals do not change.
Councilman Hood moved approval; Councilwoman Miller seconded. The ordinance passed its first reading in a roll‑call vote recorded as all members voting yes.
Mayor Pro Tempore Harris thanked Absher and the finance committee for the work to reconcile the prior year’s budget. No public comment or employee remarks were recorded on the ordinance.
The ordinance was approved on first reading; the council did not take a final adoption vote at this session.
