Council gives first reading to annex 6.32 acres for Gateway 50‑unit workforce housing project

Council held the first reading of Ordinance 25-19, a proposal to annex one 6.32-acre parcel at the northwest corner of North Park Drive and North Park Square and to set interim multifamily zoning for a Gateway Development workforce housing project.
Gateway representative Josh Mandel introduced the company and the proposed project. "I'm Josh Mandel, Gateway Development Corporation," he said, and described a planned 50-unit multifamily development with 10 one-bedroom, 34 two-bedroom and 6 three-bedroom units. Mandel said the project estimated construction cost is about $10–$12 million and that average monthly rents presented to council were roughly $900 for one-bedroom, $1,100 for two-bedroom and $1,250 for three-bedroom units. He said the developer won a competitive 9% low-income housing tax credit award under state scoring and that the company has a regional track record of similar projects.
Council and staff discussed required thresholds for state credits, water and sewer access, drainage improvements made previously near the site and the timeline: Mandel said construction could begin in late May or June (next construction season) with a 12–14 month build period, subject to permit, financing and final zoning. The ordinance passed first reading by roll call; staff said the annexation will then go to the planning commission and return to council for second reading and final zoning action.
No final land-use or financing approvals were made at this meeting; the council approved the ordinance for first reading only.
