Lancaster council proclaims Fair Housing Month, approves tree plantings and housing authority appointment; discusses budget goals

Lancaster — The Lancaster city council used its April 14 work session to complete routine approvals and to take several community-focused actions while continuing work on its budget goals for fiscal year 2026–27.
The council unanimously approved a proclamation recognizing April as Fair Housing Month, with staff noting the yearly declaration supports compliance for jurisdictions receiving Community Development Block Grant funds. Council members discussed the Fair Housing Act’s historical role and the proclamation passed on roll call.
During citizen comments, Jane Alford of the Lancaster County Council of the Arts outlined the "Touch and See" multisensory exhibit (gallery hours and an April 19 reception), two family art nights (April 23 and May 14) and the Lancaster County Literary Arts Festival (April 25–26). Alford said those events are funded in part by the South Carolina Arts Commission and other grant sources.
The council approved a request from the Alpha Kappa Alpha sorority to plant two trees on city-owned property near Hart and Main and at Red Rose Park, with staff and the requester agreeing to coordinate species selection and maintenance. The requester identified herself as a member of Alpha Kappa Alpha but did not give a recorded personal name.
On appointments, the council appointed Dr. Kristen Willis to the Lancaster Housing Authority board to fill a five-year expiring term; the appointment was recommended by local housing authority leadership and approved by roll call.
Council members also reviewed staff-prepared budget goals (resolution 26-09) and debated priority items and proposed language changes. Discussion included a "welcome wagon" outreach idea and whether the goals should explicitly fund an additional utility-billing position to support business outreach. Council directed staff to refine the proposed wording about the position (costs unspecified) and return the item for further budget discussions; council tabled the staffing language pending that refinement.
The council recessed into executive session to receive legal advice on environmental claims and returned stating no action had been taken in executive session. The meeting then adjourned.
