Council approves rezoning of 207 Chesterfield for pediatric therapy clinic

Lancaster City Council on a unanimous roll-call vote with one recusal approved Ordinance 26-07 to rezone 207 Chesterfield Avenue so Butterfly Pediatric Therapy can open a pediatric outpatient occupational therapy practice.

Liz Tanner, who identified herself as the owner of Butterfly Pediatric Therapy, told the council the practice would provide services for children with developmental delays, sensory processing challenges and autism spectrum disorders and said, “The practice is needed in Lancaster. Many families currently travel outside of our area to receive specialized pediatric therapy services.” Tanner said the clinic would operate by appointment and would be low-impact, with minimal noise and limited traffic.

City staff explained the parcel—listed in the zoning presentation as approximately 0.478 acres—was previously used as a surveyor’s office and that the proposed B-1 zoning is consistent with adjacent properties. A staff member noted the rezoning was treated as a quasi‑judicial zoning determination under current procedure before the council.

During discussion several council members praised Tanner’s proposal as a community resource and noted the rezoning would allow therapeutic medical uses at the site while preserving flexibility for other commercial uses in the future. The council proceeded to a roll-call vote; one member stated, “I recuse myself” during the tally. The ordinance passed with seven recorded yes votes and one recusal.

The rezoning allows Butterfly Pediatric Therapy to apply for any required business licenses, building permits and site‑specific approvals before opening to patients.
