City planning staff presented several annexation and zoning items the council addressed, including a Sprague Lane request (recommended R10 zoning) tied to a proposed development called Scarlet Grove and a larger multi-phase subdivision proposal that would add more than 1,000 residential lots with mixed housing types.
Planning staff said the Sprague Lane parcels (about 117 and 5.8 acres) are proposed for R10 residential zoning; the developer's plan includes roughly 321 single-family units in an initial phase. Staff noted required analysis under state planning law and that traffic and sight-line issues near a nearby middle school and cemetery will be considered by developers and by DOT.
A separate, larger annexation package described several tracts proposing more than 1,000 residential lots (townhomes and single-family variants). Planning staff acknowledged concerns expressed by fire and police about the impact of growth on emergency services and said the planning commission recommended proceeding with public hearings and the annexations.
The council recorded roll-call approvals on the ordinances presented in the meeting record. Staff said additional engineering, traffic, and drainage work would be required as the projects proceed through permitting and subdivision review.
