Lancaster's City Council voted to accept a $912,050 low bid from Elite Infrastructure Group to construct the Taylor Street drainage project, a cost above the city's original $752,700 construction estimate.
City staff reported two bids: Elite Infrastructure Group at $912,050 and North American Pipeline Management at $1,026,350. The city’s contribution was described as increasing from $52,700 (7% of the original estimate) to $212,050 (23% of the higher bid). Staff said the $159,350 additional requirement would come from interest earned in a designated account and that the project engineer recommended awarding the contract contingent on state approval.
"Elite has a low bidder with a total bid price of $912,050," staff reported, and noted the engineer certified the bid sheet. Staff estimated permitting and state review could take three to four weeks; with prompt submittal, construction could start in September or early October and finish in April–May 2025.
Council held a motion and approved the recommendation by roll call; recorded responses in the transcript show unanimous yes votes from council members and the mayor. The approval is contingent on state approval before issuing a notice to proceed.
