Lancaster City Council approved the second reading of Ordinance 26-02 to annex a 0.12-acre parcel at 468 Elm Street, owned by Jose Saul Lopez.
A city presenter said utility service at the property had been disconnected for more than eight months and explained the city's code requires a petition for utility-service annexation when service to an existing structure has been disconnected for more than six months. The parcel was described as adjoining city limits to the north and south; staff noted the annexation would allow the property to receive city utility services under the existing code and that the council had approved the ordinance's first reading at the Jan. 27 meeting.
Council discussed historical lot sizes and observed that many older plats were similar in size to newer development lots. After discussion the council moved, seconded and approved the second reading on roll call.
The ordinance passed on second reading; staff said any additional or technical changes will be flagged before final adoption at the subsequent reading.
