Ed Hempling Jr., Executive Director of the Montgomery County Merit System Protection Board, told the Government Operations & Fiscal Policy Committee that the board is requesting a staffing enhancement to convert the executive director position from a 0.75 FTE to a full‑time role.
Hempling said the board’s FY26 recommended increase (a $65,938 change overall for MSPB) includes $56,450 tied to that conversion. He told members that case processing timelines have lengthened: direct‑appeal cases take more than a year to reach a decision (best‑case scenario would be six months), and on‑the‑record appeals now take about six months instead of the three months the board aspires to.
Hempling said an independent class and compensation audit is nearly complete; the report is with the Office of Human Resources for review and OHR comments are due to MSPB by May 16, after which MSPB will issue recommendations to the council and county executive. The board said the additional hours for the executive director would help reduce case backlogs and speed decisions affecting county employees.
Next steps: committee members signaled support for the recommended MSPB budget and said they would forward it to the full council.
