The Lincoln County Board of Commissioners on June 11 approved two requests related to the North Star Landing subdivision: a 15-foot utility easement under Douglas Hill Road for underground borings and a condition amendment to permit Lots 45 and 46 to remain stand-alone residential lots.
County staff and the applicant explained that the easement is needed to allow underground boring for a replacement drain-field and utility installation. The board requested and added clarifying language requiring utilities to be installed using underground boring methods so the road surface would not be impacted, and that the Eureka District road foreman be notified before installation. The board asked that the easement deed include language limiting county liability for normal use and maintenance. The applicant agreed to revise the deed and provide the updated document for signature.
Commissioners also considered a condition amendment for Condition 14 on the original North Star Landing plat. Staff said grading and construction for roads and stormwater had reduced slopes on Lots 45 and 46, and the developer submitted new survey data showing the lots can meet residential slope requirements without being absorbed into adjacent parcels. After commissioners discussed lot sizes, septic and water arrangements, and reviewed photographic evidence from a site visit, a motion to allow Lots 45 and 46 to stand alone carried by voice vote.
Next steps: the applicant will provide a revised easement deed with the added boring and liability language for signature. No other changes to the subdivision’s overall lot count were approved.
