The Bainbridge Island City Council voted to approve the scope of work for the steering committee that will guide the Winslow Subarea Plan update and the city’s periodic comprehensive plan update.
Staff told the council the steering committee — first constituted in 2023 — meets monthly and focuses on public engagement and applying an equity lens. Councilmember Mike Nelson proposed adding language to ensure the committee monitors the Housing Accountability Act audit conducted by the Washington State Department of Commerce and shares information about Commerce technical assistance. Nelson said he wanted members to get a sense of the technical assistance Commerce is giving to staff so policy implications are visible early.
Council members discussed the committee’s role in identifying developing policy questions and elevating them to either the planning commission or the full council for policy consideration. Several members praised the group’s transparent, collaborative approach and public attendance at recent meetings.
A motion to approve the presented scope of work was made, seconded and passed unanimously (7–0). Staff will continue to support the steering committee throughout the comprehensive plan update and return as needed if the committee identifies items requiring broader council action.
